Growing Brussels sprouts

Growing sprouts in 8b. im having the issue of them not bunching up and just getting open leaves even though we've had pretty cold weather. any thoughts?

Ours started to do that and then we built a cage around them and draped a shade cloth of 40% to prevent direct hot sun. They were fine after that. It seems that just a day or two of very hot weather with direct sunlight would open them up. We do this with most of our garden when the hot weather begins. Here, we will experience the cooler days that cold weather crops grow fine in and then out of nowhere we will have a half or full week of summer weather. The shade cloths also protect our plants from too much rain and from the damage of heavy rain and/or wind.
